Nepal Minister for Local Development Top Bahadur Rayamajhi has claimed that the peace process and constitution drafting process would be concluded within the deadline.
Saying that the government has the responsibility to compete the peace and constitution writing process within the next three months, Minister Rayamajhi said that the army integration would conclude by the end of running Nepali month (Falgun) and the new constitution would be promulgated within the next two months.
Addressing the statute handover function organised by the Federation of Hotel Entrepreneurs at Reporter’s club in the Capital on Wednesday, the minister said the homework is being carried out under the leadership of Prime Minister Baburam Bhattarai. “Ninety percent of consensus has been forged. A joint document of peace and constitution would come out after the 100 per cent consensus is forged,” he said.
He said that talking about changing the government immediately is like overshadowing the peace and constitution-drafting. Conclusion of peace process and constitution drafting is only if a national government is formed in the leadership of Baburam Bhattarai, he claimed.
"There is no alternative to consensus among the political parties and the peace and constitution drafting is impossible without consensus,” said Minister Rayamajhi. He ruled out the possibility of economic revolution without peace and constitution.
He clarified that the all-party mechanisms of local bodies were scrapped as they were not formed through the proper procedure. “Now, the all-party mechanisms would be formed through due procedure, standard and code of conduct,” he said.
